Theoretical Consideration on For-Profit Hospitals in South Korea

Abstract

|
Discussion for for-profit hospital was initiated in 1990s, due to the Uruguay Round(UR) that was established to negotiate new trade agenda. Since then, discussion for for-profit hospital in South Korea could be summarized in two aspects. One is trade policy that is related with liberalization of trade on service sector and the other is industrial policy which aims to get an international competitiveness on hospital service. Korean government tried to achieve those goals by introducing new regulation and institution. They made ‘advanced medical industry committee’ and ‘joint committee on advanced service industry’ to make a profit on hospital sector. But there was not a consensus on for-profit hospital, also there was a lack of consideration on hospital’s function based on social and public health perspectives. They just focused on economic perspective such as employment, economic growth and profit. So this article will review profit and for-profit on economic perspective. Also we will figure out the meaning of profit and for-profit in hospital and introduce related issues based on justice, inequality, and intrinsic value of the hospital.
